BRAWNER JR., Chief of Staff of the Armed Forces of the Philippines, on a visit to Cambodian displaced civilians currently residing in the Wat Kdol camp in Thma Puok District, Banteay Meanchey Province. The camp’s current population stands at 1,520 families, totaling 5,735 individuals. It is noted that in accordance with the spirit of the Joint Statement of the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025—specifically Point 4—”Both sides agreed to allow civilians residing in the affected border areas to return at the earliest, without obstruction and in safety and dignity, to their homes and normal livelihood in the areas within their own side.” However, as of the morning of February 13, 2026, there remain 78,393 civilian who have not yet been able to return to their homes, including 26,385 children. In this regard, the Ministry of National Defence calls on the Thai side to firmly respect, in good faith, the Joint Statement of the 3rd Special Meeting of the GBC, the Joint Declaration on the Peace Agreement between Cambodia and Thailand dated October 26, 2025, and all other relevant agreements. The goal remains to find a peaceful, just, and lasting solution in accordance with international law and the existing treaties between the two nations.
