The Ministry of National Defence of Cambodia wishes to reiterate that “Cambodia’s rights to self-defence is solely targeted at the Thai military targets and has never targeted at civilian areas”. Conversely, the Thai side has deliberately attacked locations where Cambodian civilians reside, resulted in the deaths of 18 (including 1 infant) and injuries to 79 innocent Cambodian civilians, as of 06:00 p.m., December 19, 2025. Thailand’s use of all types of heavy and destructive weapons and equipment and the deployment of a large number of troops to encroach on Cambodian territory is a clear and irrefutable proof of Thai violation of the United Nations Charter, the ASEAN Charter and the basic principles of international law. Such irresponsible and illegal actions undoubtedly pose a grave danger not only to regional peace and stability, but also to the very foundations of international order.
