On December 23, 2025 – From 1:16am to 1:40am, the Thai military fired 13 shells into the area of Ta Sda commune, Sampov Laun district, Battambang province. – At 7:01am, the Thai military fired shells into the area of Prey Chan village. – At 7:35am, the Thai military fired machine guns into the area of O’ Phlok Damrei. – At 8:01am, the Thai military fired shells into the area of Chok Chey village. – At 8:01am, the Thai military fired 2 shells into densely populated innocent civilian residential areas in Poipet, with 1 shell landed at O’ Russey district and 1 more shell landed at Nimit district, Poipet Municipality, Banteay Meanchey province. The situation in some areas is still under the Thai Military’s armed aggression on Cambodian sovereignty, but our forces continue to fight the aggressor fiercely and monitor the situation closely and remain highly vigilant. Cambodia wishes to reiterate that “Cambodia’s rights to self-defence is solely targeted at the Thai military targets and has never targeted civilian areas”. Conversely, the Thai side has deliberately attacked locations where Cambodian civilians reside, resulting in 21 deaths (including 1 infant) and injuries to 83 innocent Cambodian civilians, as of 6 PM, December 22, 2025. Thailand’s use of all types of heavy and destructive weapons and equipment, including F-16 fighter jets, DTI-2, advanced drones, Cluster bombs and toxic gas, and the deployment of a large number of troops to encroach on Cambodian territory is a clear and irrefutable proof of Thai violation of the United Nations Charter, the ASEAN Charter and the basic principles of international law. Such irresponsible and illegal actions undoubtedly pose a grave danger not only to regional peace and stability, but also to the very foundations of international order. In this sense, Cambodia calls on the international community to strongly condemn Thailand’s violations of the Joint Declaration and its repeated war crimes and unlawful activities, as well as to demand that Thailand must take full responsibility for such brazen violations. Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia’s territorial integrity, and avoid acts of incursion and aggression that threaten peace and stability in the region as a whole. Cambodia reaffirms its firm commitment to respect and strictly abide by the terms of the ceasefire and the Joint Declaration on the Peace Agreement between Cambodia and Thailand, acting with the utmost goodwill and responsibility. Cambodia is resolutely committed to the peaceful settlement of disputes in accordance with international law, as well as all existing treaties, conventions, and agreements, with the objective of finding a just, equitable, and lasting resolution. Consequently, Cambodia further expresses its earnest hope that the Thai side will equally respect and adhere to the Joint Declaration on the Peace Agreement, which was initiated by President Donald Trump and formally signed on October 26, 2025 It is also important to stress that as of now the heroic Cambodian Army and National Police forces will continue to stand strong, brave and steadfast in their fight against the aggressor and always remain vigilant to exercise our rights to self-defence as enshrined in the international legal instruments in the fulfillment of their duties to defend and protect at all costs the Cambodian territorial integrity and people.
